FAQ: If I enable a Work Order Trial, is it turned on for everyone in my workspace?

Yes. Once the trial is enabled, Work Order templates become available to everyone in that workspace including end users — it isn't a per-user setting. You can hide work orders from specific roles by going to Settings -> Work Order Types -> Restrictions
